I have created a page where you can vote on flags. There is a leaderboard to track which flag is considered to be the best. There are about 50,000 flags in contention,1 so I expect it to take an incredible amount of votes to get any real signal, but the act of voting is in itself pretty fun in my opinion.
Many thanks to CRW Flags for offering a mirror of their site which I could use to collect all these flags. Clicking a flag image opens up a link to a CRW Flags webpage with more info.

To my knowledge, every country flag is represented, as well as about 90% of states/provinces/cities/municipalities below that level. And some non-place flags that accidentally snuck their way in because I couldn’t validate everything manually. ↩
